Timor-Leste: A Geostrategic and Market Overview of the Newest Member of ASEAN is a joint publication of the Southeast Asia Public Policy Institute and the Timor-Leste Innovation Hub, examining the strategic and economic implications of Timor-Leste’s accession as the 11th member state of ASEAN in late 2025.

The report maps the opportunities and constraints that define Timor-Leste’s integration into the regional bloc, from the urgent imperative to move beyond petroleum dependence and develop the Greater Sunrise fields, to the structural challenges of civil service capacity, SPS compliance, and the growing threat of transnational organised crime exploiting a nascent regulatory environment. It also situates Timor-Leste’s accession within the wider Indo-Pacific strategic picture, assessing what membership means for regional connectivity, FDI signalling, and ASEAN’s own interest in closing its remaining geopolitical grey zones.

The overview is intended as a practical reference for governments, investors, and policy practitioners seeking to understand where Timor-Leste stands at the opening of this new chapter, and what the path to meaningful integration will require.
