Public Health Programme

Public health is a cornerstone of economic resilience and social well-being. As Southeast Asia undergoes rapid demographic and economic shifts, new and evolving health challenges are emerging. The region is experiencing a profound aging trend, fuelled by rising life expectancy and improved healthcare systems. While longevity is a success story, it also presents challenges—particularly for developing economies that must expand healthcare and social services to meet the needs of an ageing population.

Beyond aging, non-communicable diseases (NCDs) are a growing burden. Changing lifestyles, urbanization, and unhealthy behaviours have led to a sharp rise in conditions such as diabetes, hypertension, and cancer. According to the World Health Organization, NCDs are now the leading cause of death in Southeast Asia, claiming an estimated 8.5 million lives annually. Meanwhile, infectious diseases remain a persistent threat in the region. With highly interconnected borders, the spread of outbreaks—like COVID-19—demonstrated the need for stronger surveillance and cross-border cooperation. Climate change is also exacerbating health risks, giving rise to new vector-borne diseases that require urgent attention.

At the same time, factors beyond medical care—such as diet and consumption habits—are shaping public health outcomes. The prevalence of processed foods high in sugar, fat, and salt, and other lifestyle factors such as alcohol consumption, underscore the need for comprehensive public health policies to promote healthier lifestyles. Beyond physical health challenges, mental health concerns are becoming increasingly serious, particularly among younger generations grappling with mounting social and economic pressures.

For decades, ASEAN has taken significant steps to strengthen regional health systems. Since its establishment in 1980, the ASEAN Health Sector has played a pivotal role in addressing public health crises and laying the foundation for long-term cooperation. The ASEAN Post-2015 Health Development Agenda, adopted during 2016-2025, provides a framework for aligning national health policies, fostering collaboration, and advancing shared goals across the region.

The Public Health Programme aims to elevate the conversation around health by fostering regional cooperation, facilitating policy development, and driving multi-stakeholder engagement. By creating spaces for dialogue and research, SEAPPI supports the development of cross-country approaches to strengthen healthcare ecosystems, promote preventive measures, and build a healthier society for all.
